"I think public campaign should be publically financed, like public schools and public parks are, and there are several ways to do it. One way is to have a voluntary $200 check-off on the 1040 tax return. If you don't want to give anything, you don't give anything, but if you do, you can give up to $200 per person. It goes into a public fund, and any valid qualified candidate for federal office can tap into it, and also get a certain amount of free time on radio and TV. If a candidate does that, he or she cannot tak3e private money. That's one big step forware. So candidates who don't want to be beholden to special interest or business money can go to the public financing route."
